An old-time surplus dealer had these cut in half, buckles sewn on, and sold them as general purpose cinch straps a long time ago. These are still new and have never been unrolled. The guy just pulled part of the strap out from the center, cut it and sewed on 2 buckles .110 round, 1943 dated, new.
